Environmental governance and community brigades: local narratives in biodiversity conservation in the Sierra de Quila, Jalisco

The management of Protected Natural Areas in contexts of social ownership requires governance models that transcend vertical or exclusively governmental approaches. This article analyzes the contribution of community brigades in the Sierra de Quila Flora and Fauna Protection Area, Jalisco, through an analysis of the narratives of the residents of Quila El Grande. Using a qualitative methodology with a case study design and the application of 50 open-ended surveys, social perceptions of the community brigades and their socio-ecological connection to the territory were explored. The results highlight that the area is valued as a “lived territory” fundamental to collective well-being, granting the brigades social legitimacy based on local knowledge and the trust inherent in their membership in the community. However, a structural tension is identified, characterized by a lack of resources and the exclusion of these actors from strategic planning. It is concluded that the brigades are the axis of local environmental governance, but their sustainability depends on a co-responsibility between the State and citizens that institutionalizes technical and financial support, recognizing local knowledge as essential natural and social capital for the conservation of biodiversity.
